It's a recognised sales technique on Ebay - makes your other items seem incredibly cheap.

The psychological/economic term is called "anchoring" ... tell someone the "retail price" is £1,000, marked down to £100, and people suddenly think they're getting a "bargain". 

In the description, he's asking £14,500.00 + VAT.
